Work at Abundance Community Advisors is led by Cathie Pagano, FAICP, CEP, a former senior local government executive with more than 20 years of experience in community and economic development, land use, housing, and regional collaboration.


Cathie has served in senior advisory and executive roles, working alongside county managers, elected officials, boards and commissions, and multi-jurisdictional partnerships. Her experience includes direct responsibility for shaping policy direction, advising decision-makers, coordinating complex partnerships, and overseeing implementation of adopted plans, programs, and capital investments. This background informs Abundance Community Advisors’ approach: practical, candid, and grounded in an understanding of how public decisions are made—including the political context and dynamics that shape whether they ultimately succeed or fail in implementation.


Cathie was elected to the College of Fellows of the American Institute of Certified Planners (FAICP), one of the highest honors in the planning profession. Fellowship recognizes planners whose careers have made sustained contributions to planning practice and to the advancement of communities. The honor reflects more than two decades of work advancing housing, land use, and regional collaboration in Colorado communities.
